Apple Pay Prompting When Unlocking Device after iOS 13 Update

When I unlock my iPhone 8, the Apple Pay prompt appears asking me to use my biometric to confirm payment as if there is an Apple Pay NFC reader nearby, even if I am in my home or elsewhere where there are no Apple Pay readers.

This only began occurring after the iOS 13 update, and has not resolved with iOS 13.1 or iOS 13.1.1 updates.
