Deleted folder reappears in trash

I am running High Sierra version 10.13.16 on a MacBook Air 2017.


Occasionally when I delete download folders, I put the folders in the trash and emptied it. Moments later, they reappear in the trash. I moved them into my downloads folder (not in iCloud) but they reappeared in the Trash anyway, giving me two copies of the empty folders. I moved them to the Mac desktop (which is part of iCloud) and left them there awhile. Threw them in the trash and emptied the trash. They reappeared moments later.


I used the rmdir command in Terminal to remove the folders from the Trash. Moments later, they reappeared. I tried to reboot in safe mode and fix it, but that also did not help. I have tried everything. I am unable to delete these folders.


Does anyone have any suggestions? Please help.
