Note sharing via messages broken IOS 13

Since upgrading to IOS 13 can no longer share notes via iMessage. Error reports “Couldn’t connect. There may be a problem with the server. Please try again later.”

This seems the case whenever I try to add a collaborator to a note no matter whether by messages or mail.

Solved it by quitting (flipping up) the Notes app and restarting again. That showed the spinning wheel of note-syncing on the bottom of the screen. A few of these close and reopen and then finally a reboot of the Iphone itself seems to have cured the problem.
