After upgrade to IOS 13, my iPhone XS cannot preview pdf files in Mail, WhatsApp and all apps!

After upgrade to iOS 13, my Mail, WhatsApp and all applications that can preview pdf previously no longer view pdf files. Copy to Books is missing too. I have deleted the Books app and doesn’t work. I have also remove iCloud sync to books and doesn’t work neither.
