If it still doesn’t work with a genuine Apple cable, you are going to have to turn off your windows firewall while you do the operation. Just put the phone into recovery mode https://www.makeuseof.com/tag/restart-iphone-recovery-mode/, turn your windows firewall off, then plug the phone into your computer and iTunes should say there’s a phone in recovery mode would you like to update and restore. Just say yes and you should be good to go. If you are using a third party antivirus you need to turn that off with the firewall, windows and Apple stuff just doesn’t play well together sometimes with their security. DON’T FORGET TO TURN IT ALL BACK ON AS SOON AS YOU ARE DONE.

You need to turn your windows firewalls off they don’t play well with apple products it’s oil and water they don’t mix. Also make sure you are using a genuine apple cable it matters

thanks it worked, when i turned off fire walls new error came out (75), then i found answer that all i have to do is to do everything once more and it worked!!!!!

Antivirus must be turned off, on my laptop.
Sorry, I should have been clearer. I did disable Windows Defender antivirus and firewall. I also uninstalled Malwarebytes. I was still unable to restore the iOS on my iPhone. Thanks
What about the firewall feature of your router? Do you have any ports blocked in your router?
Probably something with antivirus is still on , or you should try other computer, or try to install new latest ios

True, could be dodge and there is a risk there. Got my iPad working perfectly, though, unlike any of the suggestions on this thread.
