old apple id continues to pop up on my new iphone 11

You must have content (paid and/or free) on the phone that was acquired with the old Apple ID. Content is forever associated with the Apple ID used to acquire it. The only way to get rid of the issue is to delete the content and acquire it again with the new Apple ID.

One of the reasons it's a bad idea to create a new Apple ID.
