There two possibilities to look at: Most likely your missing contacts are stored in iCloud and you need to refresh or re-enable Contacts to sync with iCloud. Much less likely (but slightly possible) is that your contacts are stored on your SIM card and you need to re-import them.

Make sure your iCloud Contacts are enabled. If it's already enabled you can turn it off for a few seconds, then back on.

If that doesn't work you can refresh your contacts (click on your version of iOS a few paragraphs down)

Here is how you can import contacts from your SIM (again, this is very unlikely the issue, just a remote possibility)

Finally, if nothing works you can use a computer to go to www.icloud.com and view your contacts as they are stored on Apple's iCloud server to verify they are even on iCloud.
