Iphone cannot turn on calls on other devices

Both Facetime and iCloud are signed in on Macbook, (on which I am trying to get the ability to make calls on). On iPhone, "Allow calls on other devices" does not work. Am wondering if this is an iOS 13.1.2 issue. Since this is the first time attempting allow this "ever", not sure why this is happening.

I'm actually replying to my own post because I realized my phone says "calls on other devices" on. But it's not.
