New iPad asking for passcode after restart, but doesn’t accept correct code.???

Our new iPad is asking for a passcode after restart, it is showing the full qwerty keyboard and not accepting passcode that we put in on set up, why is this and how do we resolve and access anew iPad?

iPad Pro 9.7-inch WiFi, Cellular
