I am assuming that you are using iMovie 10. If you are using iMovie 9, that program is dysfunctional to varying degrees with operating systems after El Capitan.

For iMovie 10, below are some diagnostic things that you can try to solve the problem:

I would first try opening iMovie while holding down the Option and Command keys and selecting to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if the freezing problem is cured.

If still no luck, it is possible that the problem is confined to just one project -- possibly some corruption there or corruption in a video clip within it. Try creating another project using different media and see if that solves it.

Another thing that you can try if the above are not working, is to boot up in Safe Mode and, after everything loads, immediately shut down and reboot in normal mode. Sometimes that cures issues caused by some conflict in the system. Go to the Finder help menu for instructions on how to boot up in Safe Mode.

You can also try opening iMovie in a new library and see if the problem replicates there To do that, open iMovie while holding down just the Option key. A box will appear giving you the option to choose or create another library in which to open iMovie.

One more thing that you can try is to open iMovie in a new user account. Go to System Preferences/Users and Groups and you can create a new user account there.

Finally, all else failing, do a re-download of iMovie.
