Update iPad Pro to 13.1.2

I cannot update my iPad Pro to iPadOS 13.1.2. It is currently running 13.0 beta. I have deleted my beta user profile. After calculating download time it shows up as a paused download. Clicking resume download does nothing. I have done several forced resets/ restarts and still nothing, and there is no paused/partial download in purchased/App Store for me to delete.

I switched to iTunes to sync and install. When clicking the check for updates button in the summary section... nothing happens.

Double fail.

Unfortunately you will need to fully restore your iPad to factory settings.

Hello,

You will need to use iTunes on a Macintosh or Windows PC to fully restore your iPad to factory settings.

Thanks for the quick reply. I have since "erased all content and settings" on the ipad, but i'm still endlessly stuck on "estimating time remaining" when trying to update. When connecting to iTunes I get the same result as before... clicking the check for updates button does nothing. I have over 400GB of free space.

In restoring using iTunes I receive the following message over and over: "There was a problem downloading the software for the iPad. network connection was reset." There is nothing wrong with my connection, and I am using the latest version of iTunes. iTunes is attempting to install 13.1.2 with the restore but it can't?
