No. it is ONLY 2 GBs of RAM in the new 7th gen 10.2 inch screen iPad.
Other than larger screen size and a slightly faster CPU, the internal specs are exactly the same as the 2018, 6th gen, 9.7 inch screen iPad.
Also, meaning NO laminated display, either, just like the previous 6th gen iPad model.
ONLY the new and more expensive 2019, 10.5 inch screen iPad Air 3 has the 3 GBs of internal RAM among other features that make the new iPad Air 3 more expensive.
