Can I boost RAM on 7th generation IPad to 1 gig?

iPad 7th generation should already have 3GB, and they are managed by iPadOS.

If you are referring to the iPad's internal data storage, internal data storage of any Apple iOS device is of a permanent, fixed amount and cannot ever be increased/expanded.

And NO, you cannot install macOS on any iOS device unless you are trying to do this by jail breaking your iPad.

iPads, iPhones and iPod Touches only run iOS/iPadOS.
