If I understand correctly, there are parts of the webpage that are not loading when you go to iCloud.com. I would recommend you use this article to help troubleshoot the issue.

Enter in user library , click on finder > Go > hold option key click on library delete the complete contents from folders caches , cookies , saved application state , and specially from the folder safari to the trash , restart the Mac and empty the trash you have to set up home page once again see this https://support.apple.com/en-in/guide/safari/ibrw1020/mac
Regarding bookmarks they will never be lost even you delete the contents of folder safari , they will all sync if you always check mark the folder safari in system preferences > iCloud .

I looked at your support link. I looked at WebGL on the listing. IT led me to expect to see WebGL on the list in Safari Prefs. Not so?
I checked an identical MBP, and their pref screen is the same
What did they have you do that solved it? Several others still have this issue.
It was a great deal of deletion in my user space of files in specific locations containing the text safari. The problem I have is in recalling with any certainty what was deleted. It was a whole slew of files in areas I do not normally venture, and not just Application Support. The agent had a shopping list of files. It was not for the fainthearted. These files are 'obviously' ones that are created if absent when Safari starts and as it runs.
The process was to identify the files (except the app itself, of course) and to migrate them in a recoverable manner to the desktop whole safari was not running. Exporting bookmarks first was a highly useful step, but reimporting them is a bit flaky.
After we were satisfied that the files had been deleted we rebooted, and restarted Safari. My problem had gone away.
We proved it was my user space by creating a test user. Safari worked as designed in the test user.
That helps :) For me the WebGL error was happening on two separate computers. On both, iCloud worked as expected in Firefox but not Safari so it was a Safari/Local Account issue.
I think I solved the webgl issue (One one of the Macs, I'm unable to get to the other Mac at the moment) with iCloud's Reminders and Notes WebGL error by:
01) In Safari > Clear History (Oddly, for Apple User Interface Guidelines there are TWO ways to get there from the Menubar: Safari > Clear History and History > Clear History.)
02 Quit Safari
03) In the Finder head to /Users/USERNAME/Library/Caches/com.apple.Safari/
04) I deleted (placed into Trash and emptied trash) the following files: "Cache.db", "Cache.db-shm" and finally "Cache.db-wal"
Launch Safari and test icloud.com.
Apple support has solved this issue for me.
