The error message:

"Notes for iCloud can’t open"

With Text:

"This browser’s WebGL feature is not available. Try restarting the browser or try a different browser"

is incomplete and therefore frustratingly unhelpful.

It needs to read:

This browser’s WebGL and OpenGL settings may be off. Try to enable them and then restart your browser. For Chromium based browsers, go to chrome://flags/, brave://flags/, etc. and search for first WebGL and then OpenGL. Set to "Enable" or "WebGL" all of the found settings. Then restart your browser.

So, as per above, I found 4 flags, 2 for each WebGL and OpenGL on chrome://flags/:

WebGL 2.0 Compute
WebGL Draft Extensions
Skia API for OOP-D compositing

and sett 3 the above to "Enabled",

and set the 1 below to "OpenGL":

Choose ANGLE graphics backend

This worked on both Chrome and Brave.

Now the Notes on iCloud works fine on both browsers.

NOTE: In the question, the sentence:

Set to "Enable" or "WebGL" all of the found settings.

should read:

Set to "Enable" or "OpenGL" all of the found settings.
