If the behavior persists after reinstalling iOS, then I suggest to test the behavior after restoring your iPhone to factory settings. Restoring your iPhone to factory settings will erase everything on your iPhone in the process of restoring the software, so please ensure you have a backup before taking this step: Restore your iPhone, iPad, or iPod to factory settings - Apple Support
