iPadOS 13.1.2
I’m in Photos, looking at a photo from several years ago. I want to save that photo to an album. I’m pretty sure in iOS I could directly save that photo to an album. In iPadOS, in seems that I have first go to the album, and then go find the photo again to save it to that album. In iPadOS, how do I directly save a photo to an album? Thank you. Jack

I am using iPadOS 13.1.2 like you, and for me "Add to Album" appears in the Share menu, when I select a photo and tap "Share". The photo needs to have been downloaded from iCloud, however to be able to share it.
I am not finding a way to move photos into albums on the new update 13.1.2.
When you select photo - it does not give you the option to move to an album ! Crazy

I tapped the share button & scrolled all the way down & there is no “add to album” to be found anywhere. Very frustrating!

I don’t even have a share menu! Why did they take an absolutely perfect app and make it complicated.
RedMolly250, “Duplicate” is there in the Share window of the Photos app. You just have to scroll down to see it.
I still don’t have anyway to put my pictures in my albums. My latest update is 13.2.3. Can I ask what yours is?

I also called apple support and it was as if I was talking to the man on the moon. They had no idea what I was talking about.
Since the recent update on my IPad mini, I can’t move photos to albums
