Apple does not make unsolicited phone calls. The call you are receiving is a scam.

It is a scam, or phishing attempt.
Apple will never, ever call you out of the blue for any reason.
Apple will only call you if you have set up a support call and specifically requested a call back.
All those calls stating your account has been breached are always scams. You can ignore them entirely.
