I have an iPhone 8+ that someone gave me and I would like to unlock it. I contacted the person who had it before me but I can't reach him. Is it safe and 100% legal to use the bypass methods such as paying specific websites to unlock it by giving the IMEI or changing the DNS?

Some sites and apps may claim to unlock it, but it is only for a brief period and those are never permanent unlocks.
It is not possible to unlock by any other means. Only the person who sold it it you can unlock it for you.
They don't work. It's not a permanent, real bypass. You cannot unlock the phone and remove activation lock. Best thing is to recycle the phone and buy one from Apple directly so you don't face Activation Lock.
