Cellular Apple Watch to inactive iPhone

I have given my kids old iPhones that the only use on WiFi (no cellular contract). Can I add an Apple Watch with cellular to those phones? I know I will need to add a cellular contract for the watch, but do I need to add one to the inactive iPhones?

Apple Watch w/out cellular My grandson would like an Apple Watch (he has an iPhone) but his mother doesn’t want to add another cellular device to her provider. The grandson wants the time and sports timing ability as he runs. Can I buy any watch and simply not activate the cellular connectivity?

The watch has to be paired to an iPhone for it to work and will use the same phone number.....so yes, you need to have an iPhone plan and Cellular plan with the same carrier. In order to have the current latest updates you will need an iPhone 6s or later.
