All of a sudden, the Apple-' combination stopped working in Mail messages to increase quote level. Doing it manually from the Format menu works perfectly. How do I debug this and bring it back? High Sierra.

Safe Boot from the HD, (holding Shift key down at bootup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
