voice memos won't download from icloud backup

Hi,

My voice memos won't download from my Itunes back up. Does anyone know how to go about this? When I open the voice memos app, it says downloading for all files. I can't open them, but they arent downloading either...

Background:

recently my Iphone X broke and while it was being repaired, I used an old Iphone. Since the memory of that phone was small, I had to clean up a lot of apps via the data storage option. After getting back my Iphone X, I tried both downloading the backup I made with my old Iphone, as downloading the back up I still made with the Iphone X before repair.

Both download fine, but in both versions I have the same problem that in the voice memo app it says downloading for all the files. I cant open them, copy them or anything. I really need them, is there anyone who can help me?
