Phone app badge showing 1 missed call or voicemail

The Phone app on my iPhone XS running iOS 13.1.2 is showing 1 missed call or voicemail on the icon badge. This started on reboot after the 13.1.1 installation.

I have tried all the recommended fixes:

disable/enable the badge;
switch off/on notification for the app;
restart the device using shutdown;
restart the device using vol up/vol down/right button
all the above again after clearing the call list and voicemail list.

None of this works. Anyone got any ideas?

For those that are interested or may also have this problem, on the advice of Apple support, installing iOS 13.2 fixed this issue for me. According to Apple it is on the ‘bugs addressed’ list.

Apple has had reports of this and currently working on a resolution.

A couple of workarounds that have been successful with some are:

toggle on/off AirPlane mode
turn on Do Not Disturb > restart > turn off Do Not Disturb

If those workarounds do not resolve it, hang tight. They are working on a resolution which typically will be released with an update.

I cleared mine by clearing the voicemails. With the clear button, even after I clicked the voicemail it didnt go away till after hitting clear for all of them. This was never something i have seen in the past.
