It was the fecking firewall. What a rookie move on my part to not realise that!
I added an exception and it does indeed work now. Home Sharing not required.
This didn’t help me. Updating iTunes Remote on my iOS devices did. It has been fixed. But probably y’all know that by now.
Thanks for your reply. I too am a daily user of the Remote App to control and play music throughout our home. On my iPhone, (Catalina and iOS 13) all of the functionality that existed in the remote app to control and play music from my Mac now exists in the "iPhone music" app, including directing play back to our Apple TVs and wireless speakers on the network. iPhone battery is not an issue as the app is directing the music over the network directly from my mac to the playback device, in the same way that the remote app used to. The "remote app" now seems to just work for controlling Apple TVs, although you can use it to view your mac music library, but not play it. This is what I am experiencing so... hope this helps.

Just loaded Retroactive (per the excellent directions), selected iTunes 12.9.5.5 and SUCCESS!! Remote app works again in Catalina. After 2-weeks of total frustration it is great to be back up and running with iTunes and Remote.
I don't know if iTunes via Retroactive works with iTunes Match, but it does work with the Remote app on the iPhone. However, it does not seem that you can use the same music library with iTunes and Music. The 32 bit vs 64 bit difference does not seem to have any effect on performance. I am using both Music and iTunes via Retroactive and had to set up separate libraries for each. I have them both identical at the moment, and did that by taking new albums that I had added to the Music library, copying them, and pasting them into the 'Automatically Add to iTunes' folder. You have to run iTunes (Retroactive) and Music with separate but equal libraries, if you want to do what you are asking about. That's what I've found out so far, without a workaround,.

I deleted the iTunes Remote from my iPhone, reinstalled it, and then added my Music Library manually, NOT Through Home Sharing as Remco8850 said.
Went into music, click on my iPhone name, and hey presto, enter the four digit code.
Not quite. The connection via Home Sharing still doesn't work, but manually added iTunes (Music) libraries do. Something has changed on the macOS side to allow manual connections but the app needs an update to reflect the new world order, and Home Sharing still needs fixing.

I initially had the same problem as everyone else above until I tried the steps outlined above. Now my iPhone and iPad work with Apple Remote no problem. My steps did not include "click on Add Manually." I turned on Home Sharing on both the Mac and on the Apple Remote and then mine connected automatically. Are you signed on the same Apple ID on both your Mac and your iPhone, and then restarted both your Apple Music and Apple Remote App? After reading your post I tried the "Add a Media Library" from the Apple Remote Settings out of curiosity on both my iPad and iPhone. A "Devices" line pops up on the left side of Apple Music between the Library List and the Playlist. When I click on that it does ask for the passcode displayed on my devices. The only other thing that I can think of is I am using MacOs10.15.2, iOS13.3, and iPadOS13.3. Good Luck!
Apple fixed this is in 10.15.2. I just tried it out and it works! so glad they fixed this!
iTunes is not on Catalina. Music is so the remote should not work since it is a different music platform. the iTunes remote has not been updated in 10 months.
Looks like Catalina 10.15.2 has FIXED THE REMOTE APP!

I'm back to iTunes 12.9.5.5 under Retroactive! Everything works great! Too many freezes under Music! Apple really needs to examine this whole mess!
If you don’t mind a long way around there’s 3rd party app called Screens... available through the App Store that allows you to remotely control your computer.. even if you’re not on the same network... it took the place of apple desktop remote.. it is a work around.. not nearly as elegant and simple as ”remote”...
it requires a download and install to the computer and to the iOS device..

Here's what I did to get Remote App to work. Click on the Apple, go to System Preferences, then Sharing, then click the box on the left hand side for Media Sharing. Also click the Home Sharing button. It worked for me. Good luck!
I tried this and all the boxes you described are already ticked but remote won't work.
Just tried to install it… requires MacOS 10.13.99 or earlier.
