Sending a picture to a text message through the share icon hangs

Is anyone else having an issue on iOS 13 where they attempt to share a picture through the little share/send button and it just hangs and shows a blank screen?

ive tried resetting my phone without deleting content and that didn’t seem to help. A reboot of my phone does help initially but the issue does return.
