My iphone 12 does not allow me to take photo from message app. The camera and photos icons are grayed. I have the SMS on, it has always been on. I have closed and open the phone various times to see if that worked. Nope
Any suggestions?
First enter a phone number in the "To:" Field.
Photos can be shared only between iPhone users using iMessage
You may need to use MMS for sending Photos to Android devices
You need MMS enabled by your carrier. and in your Settings. See the Pic below

Answer pointed me in right direction. I use Google Fi and I needed to do some updates to the cellular data settings.
