With the new update, 13.1, my App Store is basically no longer functional. It no longer recognizes which apps I have, so I can’t update them. It also won’t load my profile, it has my image on the home page, but just says “loading” on a new window when I click on it, and nothing ever actually loads.
The iPadOS seemed to work fine on my iPad Air 2 - with respect to updating apps.

Is there any restrictions (Screen time) preventing the App store from showing up? Or is there any work profile on your iPad? My kids devices are managed and the App store is restricted by design - hence asking
Yes, prior to asking this question, I did all the typical things, including quitting all my apps, logging in/out, restarting, etc. I even uninstalled a few less frequently used apps and now I cannot reinstall them.
So, at this point I have reinstalled everything, updated and restored my iPad. The App Store still doesn’t load properly or consistently, meaning I can’t access it through my apps (no in-app purchases or updates). I have to restart my iPad each time I want to access the App Store. Any ideas?
No restrictions. The updates/access have never been a problem until the most recent (13.1) update. I’ve tried everything, even contacting support. All we could do was force the update through again and try restoring the device. I basically started over with a “new” iPad this evening, but I’m still having problems.
Perhaps one last thing to try
Sign out of App store
Sign out of iCloud
Force restart the device
Sign in again and see if it helps
If you have restored to factory condition and the issue persists then it is probably beyond something we can solve here
Please make a Genius appointment at an Apple Store, or go to another authorized service provider.

You can sign out of the App Store in Settings > Tap your account > iTunes and App Store.
