Problem with synching voice memos between Mac (OS Catalina 10.15) and iPhone Xs (iOS 13.1.2)

Hi, since upgrading to Mac OS Catalina 10.15 I've got trouble with syncing voice memos between this Mac and my iPhone, which is on iOS 13.1.2. The Mac is a 2017 MacBook Pro 250GB model, 13", with Touch Bar.

I already tried restarting the devices, turning off and on iCloud sync for voice memos and all possible combinations of those acts. I found out that by turning off/on iCloud sync for memos each time after recording a new memo, that one is syncing to my iPhone. This doesn't work the other way around (from iPhone to Mac). Of course, this is not how it should work.

I'm wondering if there are more people with this problem and if there might be a solution, or this is a bug that's need to be fixed by Apple.
