I am using iTunes 12.12.4.1 and an iPhone XR with iOS 15.6.
I am able to synchronize songs between my phone and Windows PC, but not voice memos. I was able to do so in the past, though.
I have followed all of the published instructions regarding this process.
Have you encountered this problem recently?
If so, how did you correct it?

I believe this feature may have been removed. See See your recordings on all your Apple devices - Apple Support for hints that voice memos are now treated as iCloud content rather than something that syncs with iTunes.
