Apple Configurator - changes to Home Screen Layout do not apply

I have an iPhone XS Max, and when I make changes to the home screen layout via Apple Configurator and apply them, the changes do not stick. It doesn't matter whether I move a single app of multiple apps. It just doesn't work. Any solution?
