Is "Copy to Play Order" broken in the new Music app on macOS Catalina? I want my smart playlists to be sorted by play count on my iPhone and I can't figure it out for the life of me...

Uncheck "Live updating" in the Smart Playlist rules, hit Copy to Play Order and then sync. It should work.
