After upgrading to Catalina, all of my .webloc files have generic icons, both on the desktop and in finder windows. I can quicklook them, and they do open Safari when I double click them. All of the existing ones show this as are new files I create.
Also, about 10% of my folder icons are generic white.
Does anybody else notice this? All else seems to work fine.

The issues persists for me, too. I've been able to determine that the files themselves are ok, because files on other disks (that were not connected during the upgrade) also appear generic white.
Another computer that was updated does not have this problem, but my computer still does. This must be an Apple issue, which I hope they'll address in a future update.
You are right. I had some time this morning (and I was -and I am- so annoyed with such blanck-generic-icons, in my case for *.eml files stored on Finder) that I decided (after trying everything else solution found on Internet with no positive result) to do a clean reinstallation of Catalina through recovery mode, and... the problem persists. I can't understand how is it possible Apple to make such kind of errors and, what is worst, how is it possible Apple does not solve them immediately. They play with the fact that its main competitor -Windows- still sucks. Well, as you said, better to wait for a Catalina update while crossing fingers... M.
I have this troubleshooting too but related to mail files (*eml) which I store on Finder. I mean, I usually do not store all mails in Finder, but a few of them (for organisational reasons that are not relevant). And all them that are stored in this way have a "white sheet" as icon. I am almost sure that, previously to Catalina upgrade, the default icon was an envelop.

Your message makes me to worry. If some computers have the issue, and other they don’t, that could mean that this is not a problem of Catalina itself but a problem of Catalina in relation with some specific user configurations or apps.
i thinks it is an issue annoying enough as to be solved as soon as possible.

Hi, after last Catalina update (now running 10.15) in my case the problem subsist for *.eml files. And it's very annoying to see the white-sheet general icon, t be truth. What about you? Thanks. M.
I'm not sure if I'm happy to know I didn't make a mistake installing Catalina, or if I should be unhappy that this is a bug that reinstallation won't cure. Ugh!

I believe different people have trouble with different icons since upgrading to Catalina. So far everything work but it looks bad. Hope Apple fixes this!
