iPadOS and iOS 13 - mail will no longer open .eml attachments

I receive a daily digest from my organization’s listserv. The individual posts are attached as .eml files. Before upgrading to iPadOS on my iPad and iOS 13 on my iPhone, I could tap on the attachment and read the post. It now appears this is not functioning. When I tap on the .eml attachment now, it opens a pop up that will let me text it to someone, or open in another application or save it to files.

Am I missing something about how to simply view the attachment?
