Yes a 2018 Mac Mini supports dual 4K displays

and then down in the Video Support section at > Mac mini - Technical Specifications - Apple

Oh Yeah- sorry- It will be the current most recent model. debating between another 27" mac and a mac mini with monitors to purchase soon
