Photos
My photos aren’t loading, they have that circle with the exclamation point on the corner of the picture. I am connected to the wifi, have data, and I just bought more iCloud storage and they still aren’t loading

While you mentioned that you purchased additional iCloud storage, I would also like to have you confirm that you have enough free space on the iOS device itself to download photos from iCloud Photos:

After that, see if you can download a copy of the original photos that have an exclamation point on them following the steps here:
