Photos - Display Dates/Times Wrong

When I do a search for a day I know a photo was taken, the photo appears. However, the date displayed when the photo was taken is wrong. It seems to be a time zone issue.

For instance. I took a picture on May 5 2018 at 11:05pm. When I search for photos “May 5” the photo appears.

However the date that appears (across the top) after clicking the photo is May 6, 2018 3:05am. Four hours ahead of the actual time, and the next day since the time difference spanned midnight.

It seems the search is picking up the date right but the display time is translating to a different time zone.

This problem began after iOS 13.

Is there any way to fix this?
