Apple ID

If you have two Apple IDs can you sign in with both in order to preserve purchases? I've updated to Catalina and now seem to have a problem?

You can "sign in" with either Apple ID, but not both simultaneously.

You can try setting up Family Sharing between the 2 IDs if you want to be able to share purchases made with the IDs.
