How do I get Tones to show as an iphone setting so I can import and sync custom ringtones?

I have created custom .m4r files to use as ringtones but cannot get them on my new phone. When the iPhone 8 is connected to iTunes the Setting Summary list does not have Tones as a choice. The files info shows them as ringtones and they are < 30 seconds long. When I right click a ringtone file in iTunes and click add to device and select iPhone it moves it to the Setting Summary Music folder. There is no folder in the Setting Summary for Tones for it to go to. iTunes is 12.3.2.3.


How can I get these ringtones to use on my phone?
