How do I get Tones to show as an iphone setting so I can import and sync custom ringtones?

I have created custom .m4r files to use as ringtones but cannot get them on my new phone. When the iPhone 8 is connected to iTunes the Setting Summary list does not have Tones as a choice. The files info shows them as ringtones and they are < 30 seconds long. When I right click a ringtone file in iTunes and click add to device and select iPhone it moves it to the Setting Summary Music folder. There is no folder in the Setting Summary for Tones for it to go to. iTunes is 12.3.2.3.

How can I get these ringtones to use on my phone?

See Create and manage ringtones in iTunes - Apple Community. At a guess your newly minted tone is still connected to the iTunes library, which blocks the transfer to the device.

As a follow up when I try to drag the m4r file from Finder to the Tones section from On My Device list I get a green + that makes it look like I can drag the file there but nothing happens. The file never moves. I found info online indicating that is how you move them there but it is not working for me. Any other setting I need to make to allow that?
