Apple Watch app not showing watchOS 6 available

I just got an Apple Watch series 3 and an iPhone 11. Phone is up to date and watch app says software is up to date at 5.3.2. Why is the watch app not seeing that watchOS 6 is available? Most of the time when I check for updates it says "unable to check for update - checking for software failed because you are not connected to the internet" but my phone is most definitely connected to the internet as I can search the internet and get email etc. If I toggle wifi off/on a few times I can typically eliminate that message but again show "current version 5.3.2 no updates available"
