After upgrading apple tv 4k to tvos13, frame rate and range match option is not working via ipad pro airplay.the content is playing at what current hz and dynamic range mode tv is on nonetheless. On the other hand all matching options still work perfectly with the tv app , streaming apps and the computer app (home share via itunes).

AirPlay Screen Mirroring is I believe fixed at 30 fps SDR, as that is in essence screen capturing and real-time encoding without user settings. The Apple TV could possibly convert that to match something else.
Actually i was talking about streaming itunes movies or home videos stored in ipad pro to apple tv 4k with airplay, it is quite different than airplay screen mirroring.Matching functions were working with firmware 12.3
