iPad recent apps in dock

I have disabled recent apps due to the switch to iOS 13. This is because the apps will not open there like they would previously. Any reason for this change or any way to work around it?

Apps automatically show up in dock. I have a new iPad Pro. When I open an app to play a game it then shows up in the dock. This happens to all the apps I open. I don’t want all these apps in the dock. How do I stop this?

For what it’s worth, the universal turn it off and restart seems to have solved this.
