Cellular Update Failed - Your iPhone cannot make and receive calls or access cellular data until it has been updated

I am getting the Cellular Update Failed error message and I have tried the article published by Oracle support but it did not resolve the issue.

I have updated to 13.1.2 , still getting no service

Cellular Update Failed After updating iphone to 13.5, I have "Cellular Update Failed" message. I did "Reset all settings" which worked for about an hour, and then back to "No Service". My software update displays "up to date".
