I realize this isn't your fault - but this is the worst and absolutely idiotic feature. Whomever thought of NOT allowing users to keep/create folders on their own hard drives should be whacked over the head with a rolled-up newspaper.
I work with gigantic files and this has broken EVERY link, it will take hours to re-point all programs to the files in their new locations.
Yes, you can move them and place them in any convenient place.
Were those files a d folders located on your Desktop?
Maybe you activated “Documents and Desktop in iCloud”.
Click iCloud Drive in a Finder window Sidebar and see if you find them there.
Thanks Luis, for a moment I thought I was really screwed. Can I reasonably assume that I can move the contents of the relocated item folder to any place I want?

Thanks Louis. This was resolved quite some time ago and was marked resolved. I don't know why it is still showing as active.
backup dir is :/System/Volumes/Data/Users/Shared/Relocated\ Items/Security/

It was always a bad idea to put files there.
