Before rebooting all the data on my computer from an external HD, I was able to change the genre of any music by going to Command I. Now not only does the down arrow to change the genre work, but I'm also not able to type what I want in the box.

First, be sure you’re taking each of these steps to change the genre in iTunes or in the Music app on your Mac, depending on your macOS version:

As for your keyboard shortcut not working as expected, I recommend double-checking your keyboard shortcuts as outlined in the articles below:
