Operation not allowed in files app iPadOS

I go into Chrome and download a zip file, I then click download and open in. I then click save to files and select the download folder. I get an “operation is not allowed” message and it doesn’t let me save it. How to fix?

in a similar vein, if I have zip files on my tablet, I can unzip one of them and then when I try to unzip a second, I get the “operation is not allowed” message again. If I restart the iPad, it will then let me unzip the 2nd zip file. If I try to unzip a third zip file, same “operation is not allowed” message appears until I restart the iPad, then it will let me unzip. So on and so forth.

if I try to move a file or folder to external storage, I get the “waiting circle” symbol indefinitely and it never transfers. I have to force close the files app. If I’m moving a folder with 200 items, the first 5 to 10 will transfer and then it will display the waiting circle indefinitely until files force close is performed.

so I’m having all kinds of issues with the files app. I’m on the most updated version if iPad OS on a 2018 iPad Pro 12.9 1tb cellular. Any help is appreciated. Thanks.

I had a problem saving documents/attachment (word and PDF) from my email to my ipad documents folders as recently as this morning. When I attempted to save documents/attachments from my email to my ipad, I would get a message saying the operation was not permitted. I updated my ipad and I am now able to download documents/attachments to my ipad. Good luck.
