Touch ID works to unlock phone but stopped working on Fidelity App

I had previously owned an iphone 6 and used touch ID to access the app to log in. After I bought a new Iphone 7 and I switched carriers, App states, "Touch ID login currently unavailable. Please login with username and password." Since I have a very long and complicated password to secure my retirement account, it would be nice if touch ID worked. The bizarre thing is that otherwise touch ID works fine to unlock the phone and with other apps. My iOS version is 13.1.2

Enter your password to login.

You may also be required to enter a verification code sent to you from fidelity.

After that you should be able to use FaceID.

Any new install of any financial app on a iOS device will require you to login with a password, verification code.
