Apple developer program enrollment status

I enrolled for the Apple Developer Program and paid $99 on October 10, 2019. I got the order number and invoice through email. It has been 6 days and I am not getting any response. I tried to track the order number and it goes to this link https://secure1.store.apple.com/shop/order/sorry?type=generic saying something went wrong. When I log into my account it says Purchase your Membership.

I tried to contact Apple through email, It has been 2 days and I didn't get any response. I tried to contact 1-800-MY-APPLE multiple times, no response either. $105 ($99 + taxes) is deducted from my credit card. What should I do?
