No Guest User

The Guest User has disappeared from my user drop-down and from the Login Window despite being listed in the "Users & Groups" pane:

I tried turning off "Allow guests to log in ..." (see above) and then turning it back on again. And, to my surprise, the "Guest User" option has re-appeared in both the user drop-down and the Login Window!

Is it possible to save Guest Account settings? Is there a way for an administrator to set up a guest user account so that the guest’s settings are saved when they are logged out? I would like to do this as I am trying to help an elderly person who isn’t computer literate so that they will be able to access their shortcuts & links that they would need to keep on the guest user desktop for ease of access.
