Is there a way for an administrator to set up a guest user account so that the guest’s settings are saved when they are logged out?
I would like to do this as I am trying to help an elderly person who isn’t computer literate so that they will be able to access their shortcuts & links that they would need to keep on the guest user desktop for ease of access.
No: the whole point is that the Guest Account is intended for one-time use each time. What you should do is to set up a new managed account for your friend. Then they can log into that and keep all their settings, but because it's managed and not admin they can't add apps or do any damage.

No. As soon as the guest account is signed-out, all content created in that session is removed by the operating system. Use a non-guest account if you want preservation.
