I'm trying to create a new system Photo Library after using Data Rescue to extract erased files. Data Rescue found thousands of NEF (Nikon) Raw Files and created folders on an external HD.
Trying to import them into my 'new' Photos, I get 'You do not have permissions nonsense or the file does not exist , despite the 'Get Info' pointing out that I do have relevant permission.

I had already done that.
It is really weird.
When I import from images from a folder created by Data Rescue ( stored on a different external drive ) the Mac will import some of the NEF images perfectly, yet then reject a whole batch stating '

On that report I gave a specific 'rejected' image because it was
If select Get Info for file 17548.nef one gets
For some reason that file is 'Locked' ( wasn't by me?)
This app will not recognise the file on Desktop.
I unlocked file by 'duplicating it as a TIFF. ( see snap of two files )
So does this mean I have to convert thousands of images to TIFF's.
And the resultant tiff is 7X size ...a whopping 209.7mb whilst .nef was 28.3.
Guess I'll just go thru the files I really want to keep and convert em to TIFFS for editing in Pixelmator Pro and import them as 'jpegs in the rebuilt Photos?

The error message you are quoting mentions two possible problems: "'You do not have permissions nonsense or the file does not exist "
It does not seem to be a permission problem but a problem of the file format. The .NEF files seem to be poiting to a TIFF component that could not be restored and is missing.
Have you tried to copy some of the NEF files to the system drive and to open the .NEF files in another application, that can process your NEF files?
Try checking the box at the bottom of the “Get Info” box for your external drive that says “Ignore ownership of this volume”.
